The National Integrity Alliance will tomorrow, Wednesday, 24th May 2017 present to IEBC and other members of the Chapter Six Working Group, a list of 20 Political Aspirants who should be barred from running for office in the August General Elections due to lack of integrity. The Alliance members will address the media shortly thereafter.
What: CSOs Call on Vetting Agencies to Bar 20 Aspirants from the August General Elections

The list of 20 political aspirants seeking to run in the forthcoming elections has been drawn up after an objective and impartial investigation into their track record in the public service. Our analysis shows that they are not fit to serve in any appointed or elected public office. The National Integrity Alliance therefore calls on the primary vetting agencies namely the Independent Electoral and Boundaries Commission and the Ethics and Anti-Corruption Commission (EACC) and the chapter 6 vetting organisations to not clear these twenty aspirants.
The list is informed by the Constitution of Kenya 2010. The guiding criteria is generated from the national values as envisaged in Article 10 of the Constitution; the principles of leadership and integrity under Chapter Six of the Constitution; the principles of public finance in Article 232 and qualifications for election, moral and ethical requirements referred to under Articles 99 (1) (b) and 193(1)(b) of the Constitution.
Other subsidiary legislations include the Public Finance Management Act 2012, Anti-Corruption and Economic Crimes Act, 2011, the Leadership and Integrity Act 2012, the Elections Act, 2011 and the Public Procurement and Disposal Act 2015. The Call to Action is also informed by the failure by political parties to present candidates without integrity issues for the elections.

The logic of the #RedCardKE Campaign is simple. Those who have fallen short of the constitutional vision of integrity must be stopped from accessing opportunities for further theft and abuse. The Campaign seeks to bar citizens that fall short of the ethical standard of integrity from assuming elective or appointive office. The new spirit of active citizenship across all levels of society and government must be catalysed to enforce existing robust laws and institutions and roll back the future abuse of public office and theft of public resources. The #RedCard Campaign has three key objectives namely: 1.) Public education against corruption and abuse of office 2.) De-campaign aspirants who fall short of the ethical threshold of Chapter 6, and 3.) Institute legal proceedings for the removal of those who win the elections despite their demonstrated unethical behaviour.
